This Debate is the highlight of a 2 day high level meeting of the Africa Progress Panel headed by Kofi Annan. A distinguished Panel, including Annan, gave their views on what is going right in Africa but why so many governments are failing woefully to meet the aspirations of their rapidly expanding populations.
